TELL THE EUROPEAN COMMISSION WHAT YOU THINK - GO, YOU'LL FEEL SO MUCH BETTER AFTER…. Give your views on the future EU Culture Programme by taking part in the online public consultation which was launched on their website on 15 September. This consultation, which is part of a wider consultation aimed at gathering views to be taken into account in the Commission's proposal for a new Culture Programme, will be open until 15 December. B ANOTHER PRIZE FOR YOUNG CLASSICAL MUSICIANS… The Canada Council for the Arts has announced the creation of the Canada Council Michael Measures Prize to recognize promising young performers of classical music through a partnership with the National Youth Orchestra of Canada (NYOC). The award is being established thanks to a $1 million bequest to the Canada Council from the late Michael Measures, a music enthusiast and long-time volunteer in the Ottawa arts community. Mr. Measures wanted to create an award that combined his passion for music and his desire to help "young Canadian citizens of emerging ability and of future promise." The prize will be awarded annually to a single recipient from the income generated by the endowment. The first Canada Council Michael Measures Prize will be awarded in 2011 during th e NYOC's summer touring program and will provide a young musician with $15,000 to help build his or her career. FUNDING FOR TAGORE CELEBRATIONS… The Ministry of Culture has announced a scheme to provide financial assistance up to Rs.5 lakh for cultural programmes by not-for-profit organisations to commemorate 150 years of Rabindranath Tagore's birth. The Tagore Commemoration Grant Scheme (TCGS) will assist and support programmes related to appropriate and befitting commemoration of the multi-faceted genius of Nobel Laureate Rabindranath Tagore and his enduring contribution through lectures, seminars, workshops, symposia, cultural shows, literary festivals, exhibitions, small documentary films and audio-video presentations.

SO ITS BACK TO BAKU THEN… The 1st Baku International Theatre Conference (BITC) entitled The World Theatre Process in the 21st Century and will be held under the main theme of Challenges, Perspectives and Alternatives in the Modern Theatre World, on 9-10 November in Baku, Azerbaijan. BITC is organized by the Ministry for Culture and Tourism of Azerbaijan in the framework of the State Program of Theatre Arts Development. The main goal of BITS is to provide a platform to the well-known theatre performers and experts from all over the world to discuss the common challenges and opportunities facing the contemporary theatre. ART NOUVEAU LIVES…. There will be an international symposiumPerception of Art Nouveau on 4-5 December 2010 at the Royal Museums of Art and History. The event will offer a historiographical stock-take of Art Nouveau from its heyday (1880-1920), which brought it as many admirers as detractors as the texts and caricatures testify, to its rediscovery by artists and intellectuals (1930-1950), and its current economic and touristic revaluation. This event is under the framework of the Belgian Presidency of the European Union. back to top

HOW CAN TECHNOLOGY HELP?? The National Assembly of State Arts Agencies (NASAA) offers a Technology Strategy Sampler . State arts agencies today must contend with shrinking budgets and reduced funds for programs, operations, personnel and communications. Travel restrictions have reduced opportunities for face-to-face contact with constituents. At the same time, demands for the use of new technology are increasing. There are rising expectations of connectedness and immediacy among constituents. The public expects 24/7 access to information and real-time updates of important issues and opportunities. Also, given the state fiscal environment, it's never been more important for state arts agencies to be able to express their value in clear, accessible ways. To navigate these compl ex intersections, state arts agencies have become highly creative in their uses of technology to manage their resources, operate efficiently and provide services to the public. This sampler offers an introduction to the ways that state arts agencies are using new technology to meet their communications and public outreach goals. The directory is a great resource for anyone interested in international cultural exchanges and a great reference tool for the sector. IT'S ALL DOWN TO CULTURE AFTER ALL…. Revolution or Renaissance: Making the Transition from an Economic Age to a Cultural Age is written largely for people in the cultural field and government. It is designed to show that culture is the real foundation of human existence and the key to environmental sustainability, economic viability, global harmony, and human well-being in the future. This was published in English by the University of Ottawa Press in 2008 and in Chinese by the Social Sciences Academic Press in Beijing in 2006. This book has recently been endorsed by Dr. James Peacock, Past President of the American Anthropological Associatio n who calls it "this magnificent and terribly important book"…
ENCOURAGE RESPECT, DON'T PROHIBIT DEFAMATION…. At a panel held in Geneva, Switzerland, on 16 September 2010, in conjunction with the Human Rights Council meeting in Geneva, writers and free-expression advocates from around the world warned of the potential harm of imposing legal restrictions on expression considered offensive or defamatory to religions, arguing that such restrictions not only would do little to foster mutual understanding and respect, but also could easily be used to stifle creative freedom and suppress minority views and religions. "Human rights are attached to individuals, not to states or organized groups or ideas," said International PEN President John Ralston Saul, who chaired a two-hour sessi on entitled Faith and Free Speech: Defamation of Religions and Freedom of Expression. "When governments attempt to limit the rights of citizens, they are not seeking to protect faith or belief. They are seeking increased power over the citizenry."
GOVERNMENT MOVES CULTURE AROUND (AGAIN?)… As part of the Machinery of Government changes announced by the Australian government on 14 September 2010, responsibility for Cultural affairs, including movable cultural heritage and support for the arts has been transferred to the Department of the Prime Minister and Cabinet. AFTER THE CHRISTCHURCH (NZ) EARTHQUAKE…. The Creative New Zealand office in central Christchurch reopened on 13 September and is available as a resource for the sector. The Christchurch Arts Festival is currently using it as they do not have access to their own offices. Most major organisations now have access to their premises. Organisations unable to access their premises due to safety reasons include the Body Festival (which is based in the Arts Centre) and the Christchurch Arts Festival. There have been some cancelled events in the last couple of weeks, these include the Christchurch Writers Festival, the SCAPE Biennial (postponed), the Body Festival, Tosca by Southern Opera (postponed until June 2011) and Gloria by Christchurch City Choir and Christchurch Symphony Orchestra. | TOURISTS TO BE ENCOURAGED TO VISIT & ENJOY MORE OLD STUFF… The 2010 European Tourism Day event will be entitled The role of Cultural Heritage in the renewed European tourism policy and will be held on 27 September 2010, on the occasion of World Tourism Day. This year, a special focus will be given to European Cultural Routes, in line with new communication of the European Commission "Europe, the world's No 1 tourist destination - a new political framework for tourism in Europe". The exhibition "Europe on the move : Vie Francigene and the Cultural Routes of the Council of Europe" will be inaugurated during that day .
ALLIANOI ABOUT TO BE SACRIFICED…. It is reported that workers employed by the Turkish State Waterworks Directorate have started preparing to fill an outstanding Roman archaeological site with sand before submerging it under the planned reservoir behind the Yortanli irrigation dam whose effective life-span is not expected to exceed 50 years... The Turkish NGO "Allianoi Initiative" led by Professor Ahmet Yaraş, claim to have witnessed the "burying" of Allianoi: huge cranes and dump trucks, piles of sand, dismantled protective structures ... with only the tops of Allianoi's excavated walls and columns can be seen poking through as the site is being buried under sand. In response, Europa Nostra immediately wrote protests to leading Turkish political figures - the President, Prime Minister, Minister of Culture and Tourism and Minister in charge of EU Affairs - to save th e site of Allianoi, located near Bergama in western Turkey. MORE CONSULTATION OPPORTUNITIES FROM THE EU… The European Commission's Reflection Group on digitisation has launched an open consultation on how best to foster the online presence of cultural heritage. The Commission has asked the Reflection Group to look at how best to speed up the digitisation, online accessibility and preservation of cultural works across Europe. Contributions to this consultation will feed into the recommendations the Group will make before the end of the year. The consultation will run until 30 September 2010. PLACIDO TAKES ON A NEW CHALLENGE… World-renowned tenor and conductor Plácido Domingo has become the new President of Europa Nostra, the pan-European federation that brings together Europe's growing cultural heritage movement. IF WE BUILD IT, THEY WILL COME… Lord Cultural Resources is to be involved in the project management of the exhibitions in the construction of the Grand Egyptian Museum within sight of the famous Old Kingdom Pyramids. The Grand Egyptian Museum will be the largest and most important Pharaonic museum in the world, the largest museum in Egypt and one of the leading scientific, historical and archaeological study centers on the globe. The museum's twenty-first century galleries, designed by Metaphor, will be located in an iconic and distinctive building located on the edge of the desert abutting the Giza Pyramids world heritage site. The Museum, designed by Heneghan Peng Architects, will cover over 3,50 0 years of ancient Egyptian history and house more than 50,000 artifacts, including King Tutankhamun's famed mummy and golden burial effects. The main achievement so far is the construction of the new conservation center with a documentation unit working to create a computerized database for all the artifacts.
DELHINAMA (GREAT NAME!) AT THE GAMES… The history and evolution of Delhi from a palaeolithic age settlement to a modern metropolis will be chronicled for citizens and visitors during the 3-14 October Commonwealth Games in a multi-media presentation entitled Delhinama (Delhi's story). The exhibition will be presented by the Delhi Urban Arts Commission, the nodal organisation monitoring the capital's built landscape. It comes four years after the DUAC presented 'Imagining Delhi', a path-breaking exhibition addressing urban development and growth under the chairmanship of noted architect Charles Correa.

CUTTING EDGE PARTNERSHIP IN HUNGARY… Hungary's two main initiators of international artistic collaborations, Trafó - House of Contemporary Arts andWorkshop Foundation have announced the second edition of the platform of contemporary Hungarian performing arts, dunaPart, which will be held 20-22 January 2011 in Budapest. DunaPart aims at presenting outstanding representatives of the independent Hungarian performing arts scene, in order to facilitate networking and help them become part of the international performing arts community. Developed from a program originated at the Banff Film and Television Festival in Alberta, Canada, New Works Now, the ISPA pitch session, is a forum for creators to share new international and/or cross-cultural projects with ISPA's prestigious international network of performing arts professionals. MAKING MUSIC AND POLICY - SHOULD BE AN INTERESTING COMBINATION… Access! - the first European Youth Forum on Music - will take place on 15-17 October 2010 in the European Youth Capital 2010, Turin (Italy). Access! is an initiative of the Working Group Youth (WGY) of the European Music Council, which collaborates closely with the Europa Cantat Youth Committee. The local partner for Access! is Feniarco. Through specialised workshops on a variety of topics, young people interested in music will have the unique opportunity to broaden their skills, knowledge and contacts. Furthermore, the participants of Access! will contribute to the drafting of the European Agenda on Youth and Music, a qualitative documen t outlining the current interests and future aspirations of young people in the field of music in Europe and beyond. An 1839 Turner masterpiece of a view of Rome has sold for £29.7m in London in July 2010, breaking the artist's auction record. Modern Rome - Campo Vaccino sold in five minutes with six bidders battling for the work which has only come up for sale once before, Sotheby's said. The previous record was the £20.5m paid in 2006 for Venice painting Giudecca, La Donna della Salute and San Giorgio. Modern Rome, which had an estimate of £12m-£18m, was the top seller at the Old Master and British Paintings sale. Other highlights included Dutch artist Jan Lievens' study of the head and shoulders of an old bearded man wearing a cap (circa 1629), which brought £2.5m against an estimate of £2-3m. Mor e on the BBC website. back to top THERE'S NO ESCAPING THE MARCH OF CULTURAL POLICY… Following its earlier meetings in Harare and Mbabane, Arterial Network's Cultural Policy Task Group met in Kigali, Rwanda to consider the latest draft of the generic cultural policy framework being developed to assist African countries - and civil society players in particular - in devising cultural policies based on international and African policy instruments. The next steps in the process are a further draft based on input from the Kigali meeting, additional comments from participants at that meeting, and a further seminar with other African cultural policy experts to test and further refine the content. This project is supported by the Commonweal th Foundation, and is intended to conclude its first phase with the launch of the generic policy framework in Africa and London later in 2010. back to top CITIES ARE STILL CREATIVE… The 2nd Forum on UNESCO Creative Cities Network is to be held in Icheon, Republic of Korea, on 21 October 2010. If you have submitted a response and would like it added to this list, please email it to info@culture.info THE EUROPEAN COMMISSION REALLY IS IN LISTENING MODE… A Reflection Group (Comité des Sages) on Bringing Europe's cultural heritage online has been set up by the European Commission to provide recommendations on how best to speed up the digitisation and online accessibility of cultural material. You can find the terms of reference of the Reflection Grouphere (PDF). The Comité des Sages has launched a consultation process to feed its reflection and subsequent recommendations. The consu ltation covers key issues such as the sources of funding for digitisation, the exploitation models of content digitised with public funding, and the conditions governing public-private partnerships for digitisation. The Comité is gathering the views of stakeholders and the general public through, amongst others, an online consultation and a public hearing. | WHAT DO YOU THINK OF THE EC'S EDUCATION AND YOUTH PROGRAMMES ? GO ON, BE HONEST… The European Commission has started a public consultation on EU funding programmes in education, training and youth. Contribute with your opinion or experiences with the current Lifelong Learning Programme, Youth in Action and Erasmus Mundus and take part in the discussion about their future shape from 2014. Anyone can take part in the online consultations - individuals, associations or organisations - by filling in an online questionnaire before 30 November 2010. You will be asked for your views on the development and design of the programmes and how they can contribute to the EU's Europe 2020 strategy, and in particular the flagship initiatives "Youth on the Move" and "Agenda for new skills and jobs".
